These aren't genuine LM317's, as a matter of fact, they aren't even LM317's. They don't hold the reference voltage, all they do it cut a few hundred millivolts off the input, and then put it on the output. If you connect the adjust pin to ground, the chips fry, instead of putting 1.25V on the output pin.
